Can the homeplugs interfere with radio reception or amateur radio?
The frequencies used by the homeplugs are in the range of 4MHz to 21MHz so they cannot interfere your UKW radio.
The technology is based on the homeplug standard, in which the transmitting level is specially lowered in the amateur radio band.
The transmitting level used is very small and uses symmetrical phase coupling, so only a small part of this power will be radiated by the power grid. Consequently in the amateur radio band there is no interference.
